@Iggemo: I experienced the same. Then I read the terms to qualify which said you need to save the offer first. Checked my email (after downloading app though) and found the offer from PayPal. Clicked save offer from there and was taken to a page saying "Thanks for downloading and logging in to the PayPal app. You will receive your $5 cash within a week. You can use the cash however you like – withdraw, spend, send, or donate!"

Mine says promotion ended Dec last year.. my paypal was setup overseas though
there's more hidden conditions then op mentioned. Your account needs to be in good standing and yes you needed to receive the email but that does not qualify you to receive it still.

I don’t think there’s any restriction on how many acc u could have, especially in the past when they never checked anything. I have 2 myself, got offer on one but not the other
What if I already have the app? Funny thing is when I click "Save offer" in email it just takes me to offer page and the offer is not there in the "Offers" section
cheers op. i didnt get the email but was valid for it. was able to do it all through the link provided above. just click back onto it after you have logged in and it should confirm you will recieve the money
They gave me credit without asking me and now I keep getting scammed by calls on my do not call registered line and receive daily emeil demands!
