      Yes, you will need the modem from your ISP as the Mercusys Halo is just a router.

        Not always. If you don't use 4G failover or a VoIP phone and have FTTC, FTTP or HFC you can bypass the ISP modem and plugin the Mercusys Halo S12 to the nbn box.
