very good budget gaming CPU. Meteor lake will be same socket too so motherboard will last if you grade to 14th gen later.
Not necessarily. LGA1511 in Coffee Lake was not backward compatible with Skylake and Kaby Lake.

Good deal for the CPU in a vacuum, not that great once you consider the rest of the platform. A "passable" LGA1700 board can easily cost $50 more than a solid midranged AM4 board, and the 12400F don't actually outperform the 5600 in gaming workloads because the small L3 cache offset the better CPU performance. 12400F also lack the iGPU that makes Intel a strong option for productivity due to QSV.
What's the cheapest ITX mobo for this?

Yeah they also sell an Asus one, not sure which one is better, this one has more ports on the back, the Asus one has a VRM heatsink.
Spends an extra $50 and get the Asrock Z690M-ITX/ax from Centrecom, the low end $200 boards are all horrible. Its especially bad in ITX setup because there's less airflow to bail out the anaemic power delivery section. Or get AM4, Zen 3 runs significantly cooler and is less demanding on boards.
How much power do you think a 12400F uses?
The 12400F might be able to get by sticking to the stock downdraft cooler, but you have no option to be able to drop a cheap 12600K/13500/13600K in down the line. If $50 is a big issue, as I said get AM4, even the cheapest $180 A520 ITX board can easily handle up to a 5800X3D.
