Yes targeted - got it on my second Flybuys card that I rarely use and not on my main one. I did get a 10,000 points $50 spend for 4 weeks on this card that started last week so great timing for me!

I received this offer. Activated it and forgot about it. Went to buy Coles mobile $125 Sim plan with 5000 Bonus points. At the checkout msg came up if I want to redeem 10% off now or later. Selected yes, got another $12.5 off. Perfect timing. :)
