Fixed dollar saving codes every now and then with more exclusions has less of an effect on margins than 10% (with potentially having a value way more than $15) off every month.

Does it suck? Sure. But you're making it sound like Woolworth's argument is invalid.
Just that it's poor form. We all know margins aren't too tight for Woolworths, the ACCC says so. Woolworths shouldn't be allowed to renege on the advertised benefits of a 12-month subscription just because they found a better way to gamify shopping and squeeze more from the consumer.
