No, it is Pocket Wifi(as per description)
It is locked to Vodafone network.
Unlocked as per many discussions.

Has been around this price from Coles many times.HN a month back had much better data inclusion (11GB or more) for $19.
Coles Express $10 clearance stock is likely very limited.
Older technology (3G). Consider spending more on 4G units for better speed.
Plenty of discussion in past deals. Unlocked in past, so expect will be now.
Will need to change APN settings via dashboard for use with other mobile networks. (Discussed in previous Coles deals for these)
And check frequencies for other mobile networks, as this may not suit all areas or networks, as pete2 pointed out.3GB SIM works on 4G with 4G modem (I use the SIM in a $40 4G phone rather than a Pocket WiFi), has no expiry date, but lasts 30 days from activation.
Just came back from a trip up the NSW coast with one - speed test showed around 4Mbps download speed - the pocket wifi worked a treat. Note that this modem is just 900/2100MHz 3G, so 850MHz 3G will not work on it.
Data Pass (telstra.iph apn)working beautifully in big bro-r208 unit $19 a year ago; 2.5/0.4M 24ms. Only miss voda's roughly~symmetric 2M speeds. (7+GBph to cloud)
If you're lucky, you may still find one at Coles Express for 1/2 the price…
