If I buy package B, I need to pick a date (say 31 Oct). Is this the only day I can use USJ entry and Harukas 300 Observatory Pass? Can I use Harukas 300 Observatory Pass on another day?
Travelers must enter Harukas 300 Observatory before USJ. At least 1 day prior to your date of visit USJ (say 31 Oct), go to the 16th floor at Harukas 300 Observatory to redeem your voucher for observatory admission, Universal Studios Japan VIP wristband, and a passcode for activation your wristband. In other words, you can't use USJ entry and Harukas 300 Observatory Pass on the same day.
@tracychuang: I plan to go on 31 Oct with my family. Can I go to Harukas on 29th Oct to redeem the voucher and activate the wristband?
@arctan: Yes you can! If you pick 31 Oct for USJ, you can go to Harukas on 29 or 30 Oct. Since the VIP wristband is only valid on your selected date and passcode cannot be reissued if you use it earlier than 3 days before your selected entrance date, we recommend travelers go to Harukas 300 Observatory 1 or 2 day prior to your date of visit USJ.

What does the VIP give you? Early entry and fast pass? Or just early entry and special emails about events
VIP can give early entry to the park, USJ emails you a special code the day before, to find out what the early entry time is for the next day.
Though based on other peoples feedback, sometimes the entry time is the same as the main gate.
USJ seem to only actually give a decent early entry time when the prebooked tickets sales are high for the day.
So this does not give much benefit for most weekdays (Tues-Thurs)
Also once the special entry times are ended, you cannot use the special entrance at all and just have to queue with everyone else.
VIP does not give any benefit once inside the park.

USJ only offer express passes up to the 4th of November at the moment.

Thanks Heaps OP! Going to Japan mid October! bought tickets for 4 people. Just to add to the post, the code is a one off code and cannot be reused. So you have to book it one by one with different accounts. You can still pay with the same card tho.. and just to let everyone else know that they do not accept PayPal as payment.
