Actually they had commissioned several studies that all responded that it cost more to collect the tax than what it collected. I suspect though that local retailers, many of whom are very politically active were all upset at what they perceived as a double standard in tax laws. Gerry Harvey was probably just a high profile target as I am sure that the local heads of most retailers would have felt the same as him.

Not overly successful in reaping profits. Just looking at their margin: 2.8% (NPAT/Sales) ain't amazing.
