On is dual action and one isn't. Basically a dual action is safer to use on your paint, esp if you aren't experienced in polishing
Depends what you're trying to achieve. If it's just to quickly coat your car with wax, the toolpro one is fine. If you're trying to do any paint correction, it's useless. You'll want a proper dual action polisher for that, like the repco one. Personally, I have this one from Mothers (https://automotivesuperstore.com.au/mothers-65waxpro), and find it really good for reasonable levels of paint correction, which I use with Meguiars products (usually the detailer range).

Same. Mine's been sounding weak and is a few years old so I've been keeping an eye on the sales. Most sales exclude batteries. This was excellent.
