I really think is Air Canada that is passing buck.
If you look at the HSBC offer it doesn't mention any bonus points from Air Canada, just the Star Alliance Gold Status:

It is only Air Canada offer that mentions this:

And of course Star Alliance has no part to play at all in Air Canadas' offer.
The way I see it is like this:
HSBC make the CC offer for Gold Status once you meet the required spend.
Air Canada tags along the HSBC offer and says if you select us as your airline in Star Alliance preferences (over the other airlines) we will give you 50k bonus points.
So in my view it should really be Air Canada answering the questions for 50k bonus points.
I wonder if anyone that spoke with Air Canada asked the "hard" questions when they were being redirected to HSBC or Star Alliance, like:
