        4090's haven't been manufactured for a while so there's none available new. Second hand ones are going for around $3-4k now so I'd say no.

      Dota 2 is not demanding. I play on Ryzen 3600 and GTX 1660 at 1440p with no issues. This would be overkill for that.

      It's very well suited for your use case and will last many years. If it's within your budget, I would recommend it, currently no other better bang-for-buck deals for 1440P gaming. Our RX 7800 XT deals are now out of stock.
