Proactive Action - Xiaomi (& Other Chinese Brands / Import) Phone Owners Affected by 3G Shutdown (Now Due to Be Network Blocked)

UPDATE 1/11/24 - Response from grey import seller after I contacted them regarding a Redmi Note 12 that is no longer working. (Of course I know it is not their fault, but this is a good way to get more pressure on Xiaomi to do an update, and to put pressure on the government to whitelist"
"We have investigate the issue comprehensively and follow up instantly with distributor and ask them to push Xiaomi to resolve the issue. After our best endeavor, as of 31 OCT, Xiaomi confirm that their device is actually capable of emergency calls over 4G or 5G. This is an compatible device. However, the disconnection results from new ACMA regulations effective October 28, 2024, requiring carriers to restrict devices that can’t support 000 emergency calls over 4G or 5G from accessing their networks. It is out of our control. It is a government, manufacturer and network provider level. They recklessly blocking usable phone regardless of compatibility. They block for most phones that not purchase from them or from their partners and force you to buy a new one from them.
Meanwhile, we are pushing our distributor to communicate with manufacturer for updating the list and there are news that a firmware update will soon launch from Xiaomi."

UPDATE 30/10/24 - Please also email
support.global@support.mi.com as we now have some traction

  • After multiple emails I finally got a NON-standard response! Hope is on the horizon! If this ends up working, you all can shout me a beer (or preferably a non-alcoholic and refreshing beverage)!

"Hello, Greetings from Xiaomi Customer Support! This is Eric.
Thank you for your feedback. We have noticed this situation, and concerned team are working on it. Please wait for the system update.
We would like to know if your device is only unable to use the emergency call function normally, but is able to use other functions normally, or if it has no signal/service at all. Once we have your feedback, we will get back to you with proper handling.
Best Regards
Xiaomi Global Email Service"

SUMMARY

  • Certain 4G and 5G phones currently working on VoLTE may be actively blocked through a government directive after 28th October
  • These are usually grey import phones that revert to 3G for 000 emergency calls
  • There are a lot of people ignoring the annoying text and voice messages on their phones, thinking "My phone IS 4G/5G, I am not affected"
  • Come October 28, there is going to be a tsunami of shock and anger

Oct 24 last minute legislation to block 4G and 5G phones that revert to 3G for 000 calls
https://www.legislation.gov.au/F2024L01353/asmade/downloads

Banana3's Summary (READ THIS FIRST to understand what the issue actually IS, instead of spouting "3G shutdown has been announced for years…")
"Again, the issue is not whether 3G should be shut down or not. I think most people in this discussion agree that it needs to be shut down. The issue is that a few years ago the communication was: as long as your phone supports 4g, then you should be fine. Then earlier this year: No, 4g alone is not going to cut it, you need to have a phone that supports VoLTE. Then: Wait, actually, not just any VoLTE, only those that the network allows your phone to use (yes, Vodafone told me that when my perfectly working VoLTE phone stopped working after they shut down 3g). Then on the last minute: Oh wait, actually, not just that, your phone also needs to be able to call 000 on 4g by default. None of these have been properly planned, or thought of, or mitigated. It's all just a big mess. If anyone is confused, it's not their fault."

  • can you use esim.me or 9esim to get around this. suspect that the esim being provisioned would not be linked to the handset or have i got that wrong..

    • +1

Unrelated to esim - that's software. It's hardware which is being blocked.

  • +1

So now telstra is blocking phones? Vodaphone and amaysim are still alright as long as voLTE is enabled?

    • +1

Not just Telstra, I've been blocked by Optus(Amaysim) with VoLTE enabled.

      • +1

My Redmi, not purchased in Australia, is still working fine with VoLTE on amaysim prepaid plan.

        • +1

This is a Redmi Note 9 Pro that is blocked.

          • @HopSkipJumpFallSplat: Out of curiosity, how do you know if you have been blocked?

I'm on amaysim and have been nagged for the past 3 months. This morning I was still getting warning after calling, but stopped getting warning when I tried to call recently.

            • +1

@Butt Scratcher: Because after ringing it, and answering, as soon as I ended the call, signal strength for both sims(boost and amaysim) went grey and calling it, it just ends the call without ringing it.

              • @HopSkipJumpFallSplat: Maybe try removing the boost sim and use only the amaysim sim? Would that still be grey?

                • @masterqur: I swapped default sim and Amaysim lit up, for about 20 seconds then it greyed out again.

                • +1

@masterqur: Removed Boost, and now Amaysim isn't greyed out, interesting.

                  • @HopSkipJumpFallSplat: So same as me, amaysim (on optus 4g network) still working at least for now. Telstra network is known to be already blocking phones, not sure how they are doing it.

            • +1

@Butt Scratcher: The warning message played when you start a call, is only for the first 2 calls of the day. It won't play again now until next day.

Also, amaysim sends a Text message around 3:10 PM AEDT to all 'deemed'-incompatible phones.

          • @HopSkipJumpFallSplat: Note 9s on Coles mobile with Optus still working

  • +3

What's the oldest iPhone that is not affected by this? Or in general iPhone isn't affected?

    • +1

The oldest iPhones not affected by these changes are the iPhone 6/6+ (running latest version of iOS). Any previous 4G-compatible iPhones (5s, 5c, 5) that cannot make calls using VoLTE will be blocked from accessing the network, and any earlier iPhones (4s, 4, 3gs, 3g) will just cease to work entirely as they rely on 3G.

  • Am I stretching it too far, or I deserve to be heard?
I have a Huawei Y5 (2019) which I had purchased in 2020 with this deal.
It has been listed by some operators on their 3G Support Page, such as that of Catch Connect.

Could I take this to AusPost and request a refund or a replacement?

  • +3

Confusion++, we use 2 Samsung S8 phones here which are both international models and they give a pass when texting 3 to 3498 using Optus network.

Yet when I use the IMEI checker we get a fail.

Both Galaxy s8's are VoLTE capable and set as such & support band 28.

Lets hope our mobile ph. service provider is correct as both phones need 000 capability due to our serious health issues.

    • AFAIK the reason the https://amta.org.au/3g-closure-old/check-my-device/ gives CHECK (doesn't give fails for anything from what I have seen) for a S8 is because it doesn't work properly on Telstra wholesale (Aldi/Woolworths/Belong/etc) with current firmware. So it should be fine for you.

  • Can I assume phones sold at JB hifi will all be fine?. Looking at Xiaomi Redmi 12. Virtually same stats as my redmi note 9s.

    • +1

If it's not fine, I'm sure this would be excellent grounds for a refund (especially if they don't warn you when buying it)

    • From now on should be fine, they will have to provide refunds if not.

  • +1

I'm considering buying a cheap phone to put my sim in so my service isn't disconnected and I can get sms/call and use it as hotspot for my "main" phone. Hoping to hold like that until the black Friday to get a good deal for a new phone.
At least telstra is giving me some money back for all this mess.

    • +1

      What is Telstra offering?

      • Giving me a 72$ credit on my bill (75$ plan)

    • Could you share how you're getting money back? Could help a lot of us looking to buy a new phone right now.

      • Got a text and email this afternoon saying they would give me about a month free of my plan

        (72$) as credit

    • +1

      https://www.ozbargain.com.au/comment/15855377/redir

You can read my comment above to change IMEI in order to use your older phone. Do it at your own risk.

      • Cheers, I'll wait it out a bit and see what others are doing… For now I have a secondary phone I'll be using as a hotspot and to make calls/text.

  • +3

Mine is Huawei Mate 10 pro which was purchase definitely in Sydney with Optus logo when turning on the mobile phone. The phone is still working perfectly fine.

Around this noon Telstra blocked me and I absolutely was angry, sad, disappointed and frustrated after walking into the Telstra store back and forth to try to fix the problem. Useless in the end. Sad. My phone is 100% support 4G volte but Telstra staff says the only way is to buy a new phone. :(

    • +1

Switching to Optus worked for me but apparently Vodafone is more reliable.
Luckily my primary phone is unaffected.

      • +2

Unfortunately I have 2 years fixed plan with Telstra, which starts in this March…….

  • +2

Hopefully this is all just one big nightmare. We'll all wake up tomorrow and 4G works fine on our Xiaomis, OnePlus and Huaweis - We just have no 3G and must QPST to get VOLTE :)

  • According to Telstra's website, these are their (stupid) requirements which most of our phones have:

Upgrade to a compatible device: To connect to our mobile network you will need a device compatible with 4G frequency Band 28 (700Mhz) and Voice over LTE (VoLTE) including > VoLTE Emergency Calling. Explore our devices

Software update: Update your device software and firmware to iOS10 or Android 9 and above. It may take 5-10 minutes to update, and your device will reboot after it’s done. We recommend using Wi-Fi to reduce data usage Then make sure VoLTE is switched on in your phone’s settings. Find out how to check and enable VoLTE

Network Settings: Set your device network to ‘automatic’ and enable VoLTE. Find out how to check and enable VoLTE

Blindshell Classic 2: Check and install the latest BlindShell update

My OnePlus 7 Pro does have Band 28 and VoLTE (after using QPST).

    • +1

Now I believe this is an issue with emergency 000 on VoLTE, which the telecomm companies block 4g/5g phones that they think can not make 000 calls on VoLTE on all three carriers. (Probably any phone they believe can’t call 000 on VoLTE, meaning any phone they don't sell. Even when it can actually make VoLTE 000 call.)

      https://www.change.org/p/stop-telco-4g-5g-device-blocking-vo…

    • +3

      Doesn't matter.
Even if you have Band 28 and VoLTE, grey market phones will be banned. My phone supports the new requirements in every way, but the telco's have told me it will be blocked.
It's one huge cash-grab by the telco's to gain an even greater indomitable grip on the market.

      • +2

Yup, I've had multiple discussions with people about this on this thread. Just putting this info out there for people to know how big of a cash-grab this is. They could keep our phones working but they choose not to.

  • +5

I just got off the phone with Kogan, they are able to provide this beautiful state-of-the-art phone at no cost to affected customers - https://www.vodafone.com.au/prepaid/mobile-phones/v-one-4g?c…

Really looking forward to the VGA camera, which will be sweet for my YT channel!

    • +2

Oh wow, they went all out for you, nice.

    • +1

Amaysim at least give their affected customers a $200 credit for buying a new phone.

    • If it has a personal hotspot feature it wouldn't be too shabby to use until we find a good deal on a new phone

      • I doubt it would, even the battey capacity screams no hotspot.

        • 1000mah can go a long way in these phones. I reckon it could do around 4-5 hours of hotspot, although looking through the spec sheet I can't see any mention of the hotspot feature :(

  • Anyone with a grey import phone tried checking on this website? I found this link on whirlpool

    https://amta.org.au/3g-closure-old/check-my-device/

    • Yes. It provides the same false positive report that the telco's are.
For example, I have the Redmi Note 9 Pro, which supports 4G VoLTE at the required bands, and both my telco and this service say it will be blocked.

      • On Vodafone…..

Thanks for using our 3G device checker. Our records as at 04 Oct 2024 indicate the device in use for your service was Redmi Note 9 Pro.

Good news. Your mobile phone is compatible with our 4G/5G network. Please remember to keep your device software updated.

If I understand correctly - blocking tablets and medical devices would go against the 24/10/2024 Legislative instrument which covers identification and restrictions on mobile phones ??

      With the following defined interpretation:

mobile phone includes a handheld mobile device that is capable of voice communications when connected to, or intended for use in connection with, a mobile network but does not include a device which is capable of using a mobile network that is not ordinarily considered to be a mobile phone such as:
      (a) fixed broadband gateways; (b) Internet of Things devices; (c) medical alert devices;
      (d) smartwatches; or
      (e) tablets.

      • Unless of course the tablets and devices are 3G only

        • +1

My Optus branded Huawei E5573 WiFi 4G mobile pocket modem has stopped connecting. It supports B28 and had been working fine with a BOOST sim until today. I have also tried Amaysim and Vodafone sims and there is still no network connection.

          • +4

@jbb: That sucks. No excuse for blocking a 4G modem that was never able to call 000 in the first place.

Being a modem also unlikely to have received any SMS warnings either.

  • +1

Anyone on a poco f3? Mines still working but I'm slightly worried about the next few days.

    • Vodafone network maybe the last hope for all impacted?

    • f3 Yes I am
Which Teleco are you with ?

      • amaysim (uses optus? i think)

    • Tried my amaysim sim in mine and its still working. (melbourne)

    • I'm poco f3 on boost, fingers crossed it will work.

    • F3 running a custom rom with Kogan Mobile and everything is all good, no warning messages either.

  • F2 Pro Belong no go.. and Amaysim works fine

  • Do you still get the warning at the beginning of a call ? I'm on telstra and I don't which make me hope I'll go through this without having to change my phone.

  • Can't believe they banned a Poco X3 NFC, it works with 4g so I don't know what the issue is

    • +5

The issue is these scummy, greedy companies see money to be made by overzealously swinging the banhammer on thousands of otherwise perfectly functional phones. I mean if Covid taught us anything it's just how greedy these corporations are.

      • +2

No. It's because the stupid government is forcing them to block phones they think can't contact E000.

        • +3

          In consultation with the Telcos?

    • +2

it works with 4g so I don't know what the issue is

Did you read the original post?

"Certain 4G and 5G phones currently working on VoLTE may be actively blocked through a government directive after 28th October

These are usually grey import phones that revert to 3G for 000 emergency calls"

edit: Right, downvote the explanation…….. Nice one.

    • I just found out, a few minutes ago, my mum's Poco X3 NFC has been blocked too,
even though it's set to use 4G (on a custom ROM).

I wonder if I re-flash an updated Android version, would it work again?

This is very annoying that's happened 2 out of 3 Xiaomi phones,
ie. a Poco F5 phone is still working today. "Still".

      • +4

I wonder if I re-flash an updated Android version, would it work again?

I highly doubt it. They will be blocking based on what the device is, not what rom or settings you have.

Short of tricking them into thinking it is a different device by changing the imei i dont think you will have any luck.

You could try changing networks but that may only be a temporary fix. (Could be months, could be hours)

        • I highly doubt it. They will be blocking based on what the device is, not what rom or settings you have.

          I 'manage' 3 x Xiaomi phones.

2 x Xiaomi Phones (Note 11 and Poco X3 NFC) have custom ROMs with older Android versions, which are only 4G and 3G capable,
ie. if there's no 4G, it "falls back" to 3G. In the ROM settings, I cannot choose 'VoLTE', even though they have "LTE or 4G" as preferred network access.

1 x Xiaomi Phone (Poco F5 Pro) has custom ROM, with Android 12 or 13, but since 5G has a 4G fallback,
this phone is so far unaffected. So far.
I can choose 5G as the preferred network type, when making calls,
unless this phone is going to eventually be blocked later this week, then this phone will be screwed too.

      • @Duff5000

I think 'they' just stopped the Boost SIM card in the Poco F5 phone, in the last hour.
The Optus SIM is working still. "Still".

  • Anyone else getting a 'your device may have reduced internet connectivity, for your safety upgrade' when attempting to make a call via Telstra? This is interspersed with what is the usual 'Telstra's 3G network closes from the 28th of Oct'. This new connectivity message started today for me.

    • +2

Sounds like you have a compliant mobile that lacks LTE Band 28 (700Mhz). Model?

      • Yes, phone lacks B28, goes to B3 where I live for 4G.

  • +1

I have two phones that are affected. A Xiaomi Mix 3 5G (how ironic it is being blocked despite its name) and a Pixel 2 XL

    • same I got the Redmi Note9 5g, with 5g in the phone name, which is said to be affected by the network provider

    • The Pixel 2 XL might be still ok on Telstra network (for now anyway).

  • +1

Telstra blocked my Redmi Note 10 Pro today around 8am. Got Vodafone sim and is working for now..

IMS Status is registered with Vodafone
With Telstra IMS status was unregistered :(

  • Coles (Optus) blocked my Mi 10t 5G today too, sad times.

    • I haven't heard of anyone having their phone blocked on Optus yet, what state are you in?

      • +2

        I'm down in Tas

      • +1

Tasmania is the first state to get blocked.
The rest of Australia, is slowly following through, during this week (Monday 28/10 -> 3/11 Sunday)

        • +3

          Moving to Cairns

  • +6

So far I've witnessed 3x Poco M3s (one on Pixel ROM), 2x Poco X3 NFC, 1x Poco X3 Pro, 1x Poco F1, 1x Redmi Note 9 Pro and 1x Redmi Note 10s all get hit by this. Absolute bloodbath for no good reason

I really hope some sort of workaround pops up because it would be very sad for all this to become ewaste.

    • I got 3 x Xiaomi phones, all on custom ROMS (older Android versions, eg. 12 or 13)
Poco F5 still works on dual-SIM (Boost & Optus)
Note 11 does not work on any dual-SIM (Boost & Lycamobile)
Poco X3 NFC does not work on the single-SIM (Boost)

I'm stuck choosing between experimenting and trying to update the custom ROM, to a different Android, ie. to choose VoLTE
or urgently buy a couple of 5G Android phones (non-Xiaomi because we cannot wait 1-week for the Bootloader unlocking,
and also the newer phones in the market, don't always have custom ROMs released yet).

      • Poco F5 still works on dual-SIM (Boost & Optus)

I have the China variant of the Poco F5 (Redmi Note 12 Turbo) and it's still working also (Vodafone and Telstra).

Doesn't have B28 either, so may not be a hard requirement.

    • +1

I gave one of our kids an old redmi note 9 pro and so far its still working. (amaysim in melbourne)

Tried my Poco f3 and its still working as well.

If/when they stop i might try the IMEI swapping mentioned earlier.

    • Update:

I think 'they' just stopped the Boost SIM card in the Poco F5 phone, in the last hour.
The Optus SIM is working still.
      "Still".

  • +5

Reading thru all the comments on this thread; and multiple other threads, I see many are trying to jump ship to Vodafone; likely as they think their phone will work on that network.

I think it is just a matter of time; eventually even Vodafone would block such phones if the legislation is to be upheld universally by all telcos. Vodafone turned off 3G in Jan'2024, but the requirement of ability of phones to call 000 over VoLTE has just happened recently. All telcos will eventually implement the legislation.

Having said that, it is extremely disheartening that many fully-functional phones are being bricked - for the lack of an accurate 'compatible phones list'.

    • Perhaps phones that support E000 and VoLTE but not B28 will work on Vodafone, but if the legislation requires the latter too then yeah.

  • +2

Coles - Poco X3 NFC blocked
Also Redmi Note 9 Pro on Boost I think (cant remember what Dad is on)

They both had VOLTE toggled per the code/workaround….seems it doesnt make a difference.

    • I have Boost mobile SIM in a Poco F5 5G phone.
It was working, about 1 hour ago.

Then, I took this SIM and put it, into a Samsung Galaxy S21 5G phone.
Now, the SIM is "not registered on the network".

I talk to the Boost mobile on-line help, and they said:

Please know that the 3G shutdown did not happen in all places in just one snap. Please know that incompatible devices will be blocked from accessing our network from 28 October, and Tasmania will be the first state to have its 3G network switched off.

Tasmania doesn’t share borders so we’re able to have better control of the overall experience to ensure the transition is as smooth as possible before we close down the mainland states and territories.

The rest of Australia will be completed by Monday 4 November, so while this is a progressive closure, it is relatively quick, and we urge you to check your tech and take any necessary actions in the next few days.

Oh I see. It seems like we have to replace the SIM. However, calling right now is not possible as for SIM replacement, it can only be done in calling our voice support team at 125 8881 (When calling from a Boost/Telstra service OR 1800 100 933 (When calling from a non-Boost/Telstra service). And they're only open from 8am-8pm (AEST). Will it be fine for you to call tomorrow morning?

Please know that not all 5G or 4G device can connect to Telstra's 4G required frequency.

I'm wondering why they need to send me a new SIM card?
They say, it's "locked to the Xiaomi / Poco F5" phone, even though the SIM is in a different phone now (Galaxy S21 5G),
and I would need to eventually use it in the Poco F5 phone.

      • Strange, you sure the S21 works and the SIM was correctly in place?

Telstra(boost) aren't blocking sims they are blocking via IMEI's. Usually only really old sims need replacing I doubt any boost sims do.

        • Yes, I'm sure that the S21 works, and SIM was correctly in place.

I chatted to Boost support online and I told them, the SIM was not working inside a S21 5G phone.

Boost support, checked my phone number on their network, and immediately said, that the SIM was showing as "belonging" to another phone model.
They accurately gave the model number, even though I did not tell them it was inside a Xiaomi phone 'before' (ie. 1 hour ago).

Then, Boost support tells me that the SIM needs to be replaced (!?!), even though I thought this idea was weird.

          • @whyisave: Maybe they mean sim still registers as having the Xiaomi, as that takes ages to update with at least Telstra 3498 system. I would try another phone and a reboot or two.

    • May I ask what state your Coles Poco got blocked in?

      • Tasmania

        • Hmm, sounds like many more phones will be blocked when it's the mainland's turn
