This model should work with an external hard drive for loading files on and off so the low end could be quite viable as an option.
This is not the latest generation mini iPad.

This is the 6th gen. The current model is 7th gen. How is this that good of a deal for a device that was launched 3.5 years ago?

Not a massive amount of difference between the 6th and 7th, but some could still be dealbreakers depending on your use case.
This is the 6th gen (from 2021), not the current generation. I don't think JB stock this, since it was discontinued last year AFAIK.

Probs the 11th gen for a kid, I tried the 11th didn't like it for my uses, got a mini 7.
Get a bigger one for a kid to use. The bigger screen is better for games and shows.

Unfortunately it did not provide any finer details with regards to versions, dates or timing.
From memory that deal sold out in a couple of hours but you are right, it was going for $399 at Costco before.
Pretty good deal considering there isn't much difference between this and the latest model. Only main differences the 7th has over the 6th is a 30% faster processor, double the starting storage, Apple Pencil Pro support and longer iPad OS support.

I think the 7th gen A17 mini 128gb would be a better option personally, currently $689 at Hub by Triforce (potential pb at OW for $655 if I got the math right):
